PLENARY MEETING OF THE MISSILE TECHNOLOGY CONTROL REGIME – WASHINGTON DC, UNITED STATES – 4-7 NOVEMBER 1991

A meeting of the Missile Technology Control Regime (MTCR) was held in Washington, D.C., from November 4 – 7. Attending were officials from the MTCR partners countries: Australia, Austria, Belgium, Canada, Denmark, Finland, France, Germany, Italy, Japan, Luxembourg, The Netherlands, New Zealand, Norway, Spain, Sweden, the United Kingdom and the United States. Finland and Sweden were attending for the first time.
 

A revised and updated Equipment and Technology Annex was adopted.
 

Members continued the discussion that they have conducted since the Regime’s inception in 1987 on the many and growing problems posed by the proliferation of missiles and related technology. All participants shared the conviction that, in view of this situation, there is a need to further strengthen controls on the transfer of the MTCR Guidelines. They agreed on the desirability of extending the scope of the Regime to missiles capable of delivering all types of weapons of mass destruction, to take certain interim steps, and to study further steps to this end. The MTCR partners reiterated their call to all states to adopt the MTCR Guidelines in the interest of peace and international stability. In addition, the partners agreed to make further efforts to make the purpose and goals of the Regime more widely known.
 

The partners agreed to hold their next Plenary meeting in Oslo on 29 June – 2 July of 1992.
